RTX Fintech & Research was founded in 2023 by derivative trading and trading technology professionals to directly address the inefficiencies holding back the electronification of interdealer swap trading.

As a regulated Swap Execution Facility, we operate under U.S. oversight, hold regulatory exemptions in Canada, and maintain a legal presence in Europe.

We operate Monday through Thursday, 3:30 a.m. to 6:00 p.m. New York time, and Friday, 3:30 a.m. to 5:00 p.m. New York time. We follow SIFMA’s U.S. Holiday Recommendations and are closed during those times.

James Cawley

Founder, CEO

Jamie co-founded RTX Fintech & Research, using over 20 years of market-structure insight to enhance inter-dealer execution platforms. He led BGC’s derivatives venue and managed USD OTC Derivatives for ED & F Man. A pioneer in post-Dodd Frank swaps trading, Jamie began his career at Salomon Brothers, Lehman Brothers, and Bank of America, and graduated from the University of Pennsylvania.

Chris Jonns

Founder, Head of Markets

Chris Jonns is the Head of Markets at RTX and a veteran in swaps brokerage, specializing in dollar-based interest rate derivatives. With nearly two decades at TP ICAP brokering USD interest-rate swaps, he partnered with James to launch the SEF at RTX. His strong relationships in Fixed Income trading and front-line experience are vital for the platform’s liquidity and client-focused execution model.

Minor Huffman

Chief Technology Officer

Minor designs scalable, cloud-native infrastructure for low-latency trading, leveraging 20 years of experience in secure, real-time multi-asset trading at Instinet, Citigroup, FXall, and Credit Suisse. His expertise includes high-performance engineering, cloud-native architectures, and cybersecurity. Minor holds an MBA from NYU Stern and a Bachelor’s in Computer Science from MIT.

André Léger

Chief Product Officer and Head of Markets Asia

André Léger joins RTX as Head of Markets for Asia and Chief Strategy and Product Officer. He has 20 years of experience in Fixed Income trading at BNP Paribas, Goldman Sachs, NatWest Markets, and ANZ Bank, focusing on pricing, risk, and electronic trading systems. André earned his PhD and Master’s in Applied Mathematics from the University of Bath, where he also lectured.

David Nelson

Chief Compliance Officer

David, a U.S. Navy veteran, serves as the Chief Compliance Officer at RTX, where he ensures adherence to the Commodity Exchange Act and CFTC regulations. He blends the disciplined mindset from his military service with the analytical rigor of philosophy and law. David holds a BA in Philosophy from UC Berkeley and a JD in business and finance law from GW Law.

Vishal Kharker

Lead Product Manager

Vishal is the Product Manager for growth and development at RTX, where he translates client feedback into features and guides product launches. His hands-on experience in implementation engineering at Liquidnet informs his pragmatic approach to trading technology. Vishal holds a Bachelor’s degree in Engineering and Computer Engineering from McMaster University.
